Back to the quote above. In time of war, deception will be a key to survive and to win the war. As it says that when you are competent, pretend to be incompetent. This sentenced is used to lure the enemy to enter the trap and to defeat them with ambush. Many times in the real history, a lot of Ruler used this strategy to defeat and conquering other city. One example in 3 Kingdoms is when Liu Bei's advisor Zhuge Liang (The Sleeping Dragon) used this tactic to push back Sima Yi's army.  . Before Zhuge Liang's death in Wuzhang Plain, he had given some tactic commands to Jiang Wei who was his disciple to camouflage his death to make Sima Yi believed that Zhuge Liang was pretended to be dead and ordered his army to retreat. The deception was successfull and Sima Yi retreat from the battle.
Another real battle situation happened during the 3 Kingdoms history was during the war with Lu Xun (Stone of Deception).
Lu Xun pursued the fleeing Liu Bei after the Battle of Yiling, he felt a strong enemy presence near Baidicheng and cautioned his army for possible ambush. He sent scouts ahead, who reported that the area was empty except for some scattered piles of stones. Bewildered, he asked one of the locals, who answered that Qi started to emerge from the area after Zhuge Liang had arranged the stones there. Lu Xun personally inspected the area and determined that the array was only a petty display of deception. He led a few cavaliers into the array. Just as he was about to come out, a storm of solders ambush Lu Xun army,  mountainous piles of dirt emerged while the waves ofthe Yangtze River sounded like swords and drums. Lu Xun exclaimed, "I have fallen into Zhuge's trap!" and attempted to exit to no avail. (Lu Xun was deceived that the trap looked ineffective, in fact on the other hand there was another purpose to lure him fallen into the real trap)
From the above story, deception in military operations by pretending to look weak and ineffective, will lure the enemy to attack carelessly and will easily be ambushed.
The quote above can also be implemented in the business world. Pretending to look weak and hiding the real strength of one company will confuse the competitor and make them underestimated our move. With this, we can have a small hole in which we can growth our market from behind without the big competitor notice of what we did. When it is effectively used, a new company can compete with a top company in the same line of business.
